Building the infrastructure, skills, institutions and enterprise ecosystem for a more productive Nnewi South, starting the day after the 2027 election, through a 21-year transformation to 2051.
The Legislative Programme is a set of Anambra State bills with one goal: build an egalitarian, socialist state that still backs free enterprise and private ownership of businesses. Government legislates the platform statewide: infrastructure, skills, finance access, fair employment. Individuals and businesses keep what they build on top of it. Nnewi South I leads the rollout.

From 2027 to 2030
2030 is not the beginning of the project. The work begins in 2027.
Foundation
The programme begins with legislation, research and economic mapping, not construction. Fourteen bills enter drafting and consultation, and baseline studies establish the data Anambra State currently lacks.
Build
With legislation and baselines in place, implementation priorities shift to physical and institutional infrastructure, the platform businesses will eventually compete on.
Connect
Infrastructure built in 2028 is connected into a coherent economic system, and the SEZ Master Plan is developed to formally define the proposed Finance & Technology Economic Zone.
SEZ Designation
Readiness across infrastructure, human capital, business ecosystem, capital and institutions is assessed, and formal designation is pursued through the competent authorities: a proposal, not a guarantee.

Nonso is a socialist candidate who supports entrepreneurship. This does not mean replacing private enterprise with government ownership. Government builds the platform, establishes predictable rules, and provides public-interest infrastructure. Businesses compete, entrepreneurs create businesses, workers acquire productive skills, and financial and development institutions provide the capital and technical assistance to make it work, with economic opportunity deliberately distributed across communities, not concentrated among the politically connected.
