Egalitarian Institutions and a Socialist State
The goal: make Anambra an egalitarian, socialist state that still backs free markets, private enterprise and business ownership.
Objective
Sponsor statewide Anambra State legislation establishing the institutions that make economic opportunity broad-based rather than dependent on political connections: a public Economic Observatory that tracks who actually benefits from growth, a Delivery Unit that coordinates implementation across government, a Good Employment Standard that raises job quality and sets a minimum-wage target for civil servants, and a Socialist State Programme that applies democratic-socialist principles without abolishing private business ownership.
Approach
This pillar is the institutional backbone of the Anambra Egalitarian-Socialist State Framework: the Shenzhen lesson of building the platform, combined with the Andy Burnham/Greater Manchester lesson of judging growth by good jobs and shared benefit. It does not ask government to own businesses (private ownership of business is protected throughout), but it does ask government to own and coordinate the public platform: strategic infrastructure, universal public services, labour protections and redistribution, funded through fair and progressive means. The two bills below are proposed as Anambra State law, applying across all of Anambra; the Anambra Shared Prosperity Programme and the Anambra Socialist State Programme are how Nnewi South I leads on implementation.
