Anambra State Egalitarian Economic Development Bill

Purpose

To establish the institutional machinery (a coordinating Delivery Unit and a public data Observatory) needed to make economic opportunity broad-based rather than dependent on political connections, and to hold government accountable for whether growth actually reaches ordinary people.

Problem Statement

Economic development activity is often spread across multiple agencies with no single coordinating body, and government rarely publishes the data needed to know whether growth is creating jobs, reaching small businesses, or benefiting one part of the State more than another.

Legislative Objectives

• Establish the Anambra State Economic Delivery Unit to coordinate economic policy across government functions without replacing existing agencies.
• Establish the Anambra State Economic Observatory as a standing public data system tracking business, employment, investment, infrastructure, agriculture and skills.
• Institutionalise the 'Enterprise Ladder': a defined pathway from entering the economy through formalisation, skills, market access, capital access and expansion.
• Require that every major economic-development intervention publish its target, budget, responsible owner, timeline, indicator and public report.

Definitions

Economic Delivery Unit

The coordinating body responsible for aligning economic planning, investment facilitation, project monitoring and business engagement across government.

Economic Observatory

The public data system tracking business, employment, investment, infrastructure, agriculture and skills indicators for Anambra State, with constituency-level detail published for Nnewi South I.

Enterprise Ladder

The defined pathway that government support is organised around: enter the economy, formalise, acquire skills, access markets, improve productivity, access capital, expand, employ people, enter larger markets, scale.

Proposed Provisions

1. 1.Establishment of the Economic Delivery Unit, coordinating rather than replacing existing government agencies, with defined functions in economic planning, investment facilitation, project monitoring and business engagement.
2. 2.Establishment of the Economic Observatory, publishing indicators across business formation, employment, investment, infrastructure, agriculture and skills at least annually.
3. 3.Adoption of the Enterprise Ladder as the organising framework for enterprise-support programmes under the Local Enterprise Development Bill and Enterprise Finance Facilitation Bill.
4. 4.A requirement that every major economic-development intervention define a target, budget, responsible owner, timeline, indicator and public reporting mechanism before funds are committed.
5. 5.A published commitment that no legitimate economic actor (trader, farmer, artisan, manufacturer or investor) is excluded from public economic-support programmes on the basis of political connection.

Institutional Responsibilities

• Relevant Anambra State ministry of economic planning and budget to host the Economic Delivery Unit pending formal institutional establishment.
• Relevant State ministries and agencies to supply data to the Economic Observatory.
• Proposed Nnewi South Economic Development Council to review Nnewi South I's indicators within the annual statewide Observatory report.

Financing Implications

Primarily a coordination and data-infrastructure cost, modest relative to capital projects; the Observatory can draw on data already collected under the 2027 baseline research programme (Business Census, Skills Census, Broadband Assessment) rather than commissioning new collection.

Implementation Mechanism

2027: Delivery Unit and Observatory design, drawing on baseline research. 2028: first Observatory annual report and Enterprise Ladder adoption across enterprise-support bills.

Monitoring Mechanism

The Observatory is itself the monitoring mechanism; its indicators are published on the Accountability Dashboard and reviewed annually by the proposed Economic Development Council.

Expected Outcomes

• A single coordinating body accountable for economic-development delivery.
• Publicly available data on whether growth is creating jobs and reaching small businesses.
• A transparent, published basis for who receives government economic support and why.
• Reduced ability for economic support programmes to be captured by political connection rather than merit.

Legal Considerations

This proposal is intended to operate within the legislative competence of the Anambra State House of Assembly and in conformity with applicable federal law, including the Constitution of the Federal Republic of Nigeria, the Land Use Act, the Public Procurement Act and relevant sector legislation. Final drafting will be reviewed by legislative counsel prior to introduction.
