Implements the Market Infrastructure and Enterprise Bill and Local Enterprise Development Bill together, coordinating infrastructure, power, connectivity, finance, skills and agricultural-linkage investment around the actual trading patterns of Ukpor, Utuh and Osumenyi.

To treat the markets of Ukpor, Utuh and Osumenyi as connected economic systems, not isolated marketplaces.

Market and Enterprise Study
Baseline data is collected for Ukpor, Utuh and Osumenyi: traders, farmers, artisans, transport, infrastructure and access to finance.
2028
Pilot Market
One of the three towns is selected for a coordinated pilot connecting market infrastructure, power, connectivity, finance and skills.
2029
Full Network Connection
Lessons from the pilot are applied across Ukpor, Utuh and Osumenyi together.
Institutional Role
Coordinated with market associations, farmer cooperatives and the relevant State ministry responsible for commerce and agriculture.
