Anambra State Economic Transport Planning Bill

Purpose

To establish a transport-planning framework that maps and prioritises corridors by the economic activity they connect.

Problem Statement

Road and transport investment is often planned in isolation from the markets, farms, schools and industrial clusters it should serve, leading to mismatches between where transport money is spent and where economic activity actually happens.

Legislative Objectives

• Map economic corridors connecting markets, farms, schools, industries, health facilities and future SEZ locations.
• Align transport-corridor prioritisation with published economic-priority criteria, consistent with other statewide infrastructure planning.
• Provide the transport-planning basis for the Rural-to-Market Connectivity Bill and the 2029 SEZ Master Plan.

Definitions

Economic Corridor

A mapped transport route prioritised according to the markets, farms, schools, industry or health facilities it connects.

Proposed Provisions

1. 1.A requirement to produce and maintain an Economic Corridor Map as part of an initial statewide transport assessment.
2. 2.A published prioritisation methodology, scored by businesses served, population served and employment supported.
3. 3.Coordination requirements with the Rural-to-Market Connectivity Bill and future SEZ transport planning.

Institutional Responsibilities

• Relevant State works and transport agencies to maintain the statewide Economic Corridor Map.
• Office of the Member representing Nnewi South I to advocate for local corridor priorities.
• Local government transport authorities as implementation partners.

Financing Implications

Mapping and planning costs are modest; corridor investment draws on the same capital-budget, constituency-fund and development-partner channels as other infrastructure priorities, sequenced by the Index.

Implementation Mechanism

2027: initial statewide transport assessment and Economic Corridor Map. 2028 onward: priority corridor investment sequenced with other infrastructure works.

Tracked under the Infrastructure category of the Accountability Dashboard.

Expected Outcomes

• A published, economically justified basis for transport-corridor prioritisation.
• Better alignment between transport investment and market, farm, school and industrial access.

Legal Considerations

This proposal is intended to operate within the legislative competence of the Anambra State House of Assembly and in conformity with applicable federal law, including the Constitution of the Federal Republic of Nigeria, the Land Use Act, the Public Procurement Act and relevant sector legislation. Final drafting will be reviewed by legislative counsel prior to introduction.
