Objective

To sequence transport investment in Utuh, Ukpor and Osumenyi by a published order of economic priority.

Implements the Economic Transport Planning Bill and Rural-to-Market Connectivity Bill as a mobility plan for Utuh, Ukpor and Osumenyi.

Roads and links serving the markets of Utuh, Ukpor and Osumenyi.
2. Priority 2 · Worker Mobility
Routes connecting residential communities in the three towns to employment centres.
3. Priority 3 · School Access
Routes serving schools and vocational centres.
4. Priority 4 · Agricultural Logistics
Farm-to-aggregation and farm-to-market routes.
5. Priority 5 · Industrial Supply Chains
Routes serving existing industrial and manufacturing clusters.
6. Priority 6 · Future SEZ Connectivity
Transport planning aligned with the SEZ Master Plan.

Coordinated with local government transport authorities and the relevant State ministry of works.
