Anambra Socialist State Programme

Objective

To apply socialist economic principles (public ownership of strategic infrastructure, universal public services, labour rights, cooperative ownership and progressive public finance) without nationalising or restricting private ownership of business.

Description

This programme draws a published, deliberate line. On one side: strategic infrastructure and universal services that Anambra State treats as a public responsibility (power distribution, water, mass transit, primary healthcare and public education), funded through progressive, transparent public finance and coordinated by the Economic Delivery Unit. On the other side: everything else, where private ownership of business, competition and profit are protected and encouraged, exactly as set out in the Egalitarian-Socialist State Framework. Cooperative and worker ownership are added as an additional model available to traders, farmers and workers, not a replacement for private enterprise. No business is nationalised or expropriated under this programme.

Implementation Phases

1. 1. 2027 · Define the Public/Private Boundary

   Publish which infrastructure and services Anambra State treats as public responsibility (power distribution backbone, water, mass transit, primary healthcare, public education) and confirm that all other economic activity remains open to private ownership and competition.

2. 2. 2028 · Cooperative Ownership Parity

   Extend the Enterprise Finance Platform, enterprise support and public-procurement participation to farmer, market-trader and worker cooperatives on equal terms with private businesses.

3. 3. 2029 · Progressive Public Finance Review

   Review Anambra State's own revenue and spending tools for progressive incidence, within its constitutional taxing powers, and publish findings through the Economic Observatory.

4. 4. 2030 · Universal Services Baseline

   Publish statewide coverage of primary healthcare and public education against a universal-access target, informing the next phase of investment.

Institutional Role

Coordinated by the proposed Economic Delivery Unit alongside the relevant Anambra State ministries responsible for finance, works, health and education. Private ownership of business is protected throughout and is not subject to nationalisation or expropriation under this programme.
