Anambra State Public Facilities Renewable Energy Bill

Purpose

To require a structured assessment of public facilities for renewable-energy suitability and to establish a sequenced solarisation programme.

Problem Statement

Public facilities (schools, clinics, vocational centres) frequently operate without reliable power, limiting evening classes, cold-chain storage for basic medicines, and use of digital equipment.

Legislative Objectives

• Assess schools, health centres, markets, government buildings and vocational centres for renewable-energy suitability.
• Establish a sequenced solarisation programme prioritising facilities with the highest service impact.
• Align public-facility energy deployment with the Productive Energy Development Bill's phased framework.

Definitions

Public Facility

A government-owned or government-operated school, health centre, market administrative building, vocational centre or civic building.

Solarisation Assessment

A structured technical and financial assessment of a facility's suitability for solar or hybrid power deployment.

Proposed Provisions

1. 1.A requirement for a Solarisation Assessment of all public facilities across Anambra State, published as part of an initial statewide facilities assessment.
2. 2.A prioritisation criterion favouring health facilities (cold-chain, emergency lighting) and vocational centres (equipment-dependent training) in early phases.
3. 3.A mechanism for pooling public-facility demand to attract development-partner or private solar-leasing arrangements.

Institutional Responsibilities

• Relevant State education and health ministries to conduct the statewide Solarisation Assessment.
• Office of the Member representing Nnewi South I to coordinate local facility assessment.
• Facility management (school heads, health centre administrators) to support data collection.

Financing Implications

Costed through an initial statewide facilities assessment; financing pursued through development-partner grants, solar-leasing arrangements and, where justified, capital budget allocation.

Implementation Mechanism

Assessment in 2027; first solarisation pilots at health centres and vocational centres in 2028, aligned with the Power for Production Programme Phase 1.

Monitoring Mechanism

Tracked under the Power category of the Accountability Dashboard alongside the Productive Energy Development Bill.

Expected Outcomes

• Health centres with reliable power for cold-chain storage and emergency care.
• Vocational centres able to run equipment-dependent training without power interruption.
• Schools with extended usability into evening hours where warranted.

Legal Considerations

This proposal is intended to operate within the legislative competence of the Anambra State House of Assembly and in conformity with applicable federal law, including the Constitution of the Federal Republic of Nigeria, the Land Use Act, the Public Procurement Act and relevant sector legislation. Final drafting will be reviewed by legislative counsel prior to introduction.
